Russia’s external debt reached a substantial $319.8 billion as of January 1, 2026, reflecting an increase of nearly $30 billion compared to the previous year. This marks a 10.4 percent rise in annual terms, according to data released Bank of Russia.
The press service of the central bank attributed this increase primarily to the positive revaluation of liabilities within various sectors, as well as the banking system’s response to a strengthening ruble. The central bank also noted the role of new debt financing in contributing to the overall growth of external debt.
Despite this substantial increase in external liabilities, Russia has reported a decrease in its government debt-to-GDP ratio. This trend suggests that the country’s overall economic output is growing at a faster pace than its government debt levels, a potentially positive sign for economic stability going forward.
The juxtaposition of rising external debt and declining debt-to-GDP ratios highlights the complexities of Russia’s current economic environment. Policymakers will need to continue monitoring these indicators closely, ensuring that levels of external borrowing do not become unsustainable amidst ongoing economic challenges.
Analysts suggest that while increased external debt can provide necessary liquidity, it also raises concerns about vulnerability to external shocks, particularly given the geopolitical landscape in which Russia operates. As such, the ability of the country to manage its debt levels while fostering economic growth will be crucial in the coming years.
The central bank’s ability to navigate these dynamics will be under scrutiny as the government seeks to optimize its fiscal policies and reinforce economic resilience in a shifting global financial landscape.
